CARIBOU CITY COUNCIL

By Charter, the Caribou City Council is elected by qualified voters of the City of Caribou at large for a term of three years each. Only qualified voters of the City shall be eligible to hold the office of Councilperson. The regular election of municipal officials is held on the first Tuesday of November after the first Monday in each year and City Councilmen are elected as follows: First City Election - two for three years and two for two years; Second City Election - two for three years. Thereafter, all City Councilmen shall be elected for three-year terms. The terms of municipal officials shall begin the first Monday of January. All powers of the City are vested in the Council except as otherwise provided by law or the City's Charter. The Council meets every second and fourth Monday of the month at 7:00 p.m. preceded by a Public Comment period at 7:00 p.m.

Mayor Miles Williams graduated from University of Maine Presque Isle with a BLS degree in Liberal Studies with a concentration in Communications and Psycology. He also holds certificates in Personnel Management and Human Resources from AMA. He retired as a Commisioned Officer from the Maine Army National Guard in Jan 2003. He has served on the D.A.R.E. Committee since it's beginning nearly 15 years ago. He is a member of the local Agriculural Educational Advisory Board and volunteers with the local FFA Chapter in an advisory capacity. He has served on the Planning Board for two years, the last year as Chairman, and served for one year on the Recreation Commission. He currently represents the Council on the Personnel and CADET Committees. He has been employed by Maine Public Service for 18 years as a Lineman/Leadworker and works out of the Caribou office. He is married to Sharon Williams and lives on the Woodland Road. He has three children Jeremy Miles of Cape Elizabeth, Amanda Mae, a student at UMO, and Darick Chad, a senior at CHS.

Deputy Mayor Kenneth Murchison was elected to office in 2001. He currently represents the Council on the Personnel, Tri-Community Landfill, CCC&I and the Lions Building Committees. Ken is a 1979 graduate of Caribou High School and a 1983 graduate of Northern Maine Technical College (NMTC) with an Associates Degree in Drafting Technology. He has been employed at Northern Maine Development Commission (NMDC) for nineteen years and is currently NMDC’s Geographic Information Systems (GIS) Specialist. Ken is a charter member of Maine’s GIS Users Group, serves on the NMTC Crafts Advisory Board, is a past Chair of the Washburn E911 Addressing Committee, and a past member of the Caribou Planning Board. Ken resides in Caribou with wife Jan and children Samantha and Alexander.

Councilor Mark Goughan was elected to office in 2005.

Councilor Doug Morrell Councilor Doug Morrell was elected to office in 2006 for a three year term. He currently serves the Council on the Personnel, Airport, Investment, Highway/Protection and the Lions Building Committees.. He is a 1981 Caribou High School graduate. Doug owns and operates three Caribou businesses; Stainless Foodservice Equipment Manufacturing, Aroostook Steel, and Broadway Supply & Electrical. He is one of the four founding fathers of the local chapter of the Harley Owners Group (H.O.G). Doug is also a Board member of the Maine Manufacturing Extention Partnership and was past Board President of the Caribou Chamber of Commerce & Industry. Doug resides in Caribou with his wife Jennia Morrell. Doug and Jennia have three children, Craig, Erik and Jessica.

Councilor Karla Bell Karla Bell was elected to serve a three year term starting in 2007. She currently serves the Council on the Personnel, Highway/Protection and NMDC Committees. She is also serves as the Planning Board Liason. Graduated from Caribou High School in 1970 and attended the University if Maine in Farmington earning a BS in Education. Taught school in Brunsick, Maine for thirteen years and in Scarborough, Maine for four years. Earned a Masters in Educational Administration in 1995 and returned to Caribou as Assistant Principal at Caribou Middle School and then Caribou High School retiring in 2003. Karla serves on the RSVP Advisory Board, is a member of the Kiwanis club, and does volunteer driving for RSVP. She lives in Caribou with her husband David Pelletier.

Councilor Robert L. Albert was elected in 2007 for a two-year term beginning in January 2008. He was appointed by the council to begin serving in November 2007, to fill a vacancy of a resigned councilor. Robert is a graduate of Lewiston Maine Schools. He entered in the USAF in 1952 and served in the Korean Conflict, 1952-53. In 1984 he was appointed in the Federal Civil Service and assigned as Manager of the Loring Bowling Center until base closure in 1994. Robert was inducted in the Maine State Ten Pin Hall of Fame in 1986. He captained a State Champion Team in 1976, winning the class A Team Championship in Lewiston, with a team from Loring. Robert also bowled the first 300 game in Aroostook County. He also served on the Caribou Planning Board for three years, was instrumental in creating a proactive board, introducing and assisting in crafting several ordinances. As a concerned citizen, Robert presented to the Council requesting that the issue at the Cary Medical Center entrance issue be revisited , requesting a traffic light. He was appointed to the stakeholder committee, which in partnership with the city council, negotiated with the Maine DOT, which culminated in what is now the Roundabout at the Cary Medical Center entrance. Robert has been very active as a concerned citizen, crafting letters to the Aroostook Republican Editor, presenting to the Council, and an avid supporter of the Recreation and Wellness Center and what is best for the City of Caribou. He is a member of the Holy Rosary Catholic Church and a member of the Caribou Rotary Club.
