Caribou Housing Agency’s Housing Choice Voucher (HCV) Program allows low-income families to rent quality housing in the private market via federal funds provided by the U.S. Department of Housing and Urban Development (HUD).   Through the HCV Program,  CHA pays a portion of eligible families’ rent each month directly to the landlord.  Families can use their vouchers to rent a house or apartment in the private market throughout the City of Caribou, and surrounding communities.   Because there are more families who need rental assistance than there are funds available, CHA uses a waiting list to administer the program to eligible families.  Names are selected from the waiting list according to the date and time received.

There are ten basic steps to program participation:

  1. Apply and be place on Waiting List
  2. Attend and Eligibility Briefing
  3. CHA determines eligibility
  4. Attend Voucher Issuance Briefing
  5. Search for housing
  6. CHA conduct Rent Reasonableness and Affordability
  7. CHA conducts Housing Quality Standards (HQS) Inspection
  8. Sign the Lease with Landlord; CHA and Landlord execute Housing Assistance Payment (HAP) Contract
  9. Pay your share of the rent and utilities; CHA pays their share to the Landlord
  10. Comply with HUD and CHA’s rules and regulations

After admission to the program, all household members must abide by the Family Obligations to remain on the program.
