TERMINATION OF ASSISTANCE FOR
FAMILY ACTIONS OR FAILURE TO ACT

There are several reasons why your participation in the Section 8 program might end. The list below gives a general summary. 

VOLUNTARY REQUEST TO END

Participant must submit a written request in person or by mail to the Caribou Housing Authority, 25 High Street, Caribou ME 04736. Upon receipt of written request CHA will initiate the formal termination process. 

DEATH OF A SINGLE PERSON HEADED HOUSEHOLD

Program participation terminates automatically upon the death of a single member household, including single member households with a live-in aide. When the Head of Household dies and the only remaining household member is the live-in aide, the live-in aide is not entitled or eligible for any rental assistance or continued occupancy in a subsidized unit. The CHA will submit an End of Participation Form 50058 to HUD.

ZERO HOUSING ASSISTANCE PAYMENTS (HAP)

CHA allows participants receiving a HAP of zero ($0) to remain on the program for up to 6 months before being terminated from the program.

NON-COMPLIANCE WITH PROGRAM OBLIGATIONS

CHA may propose termination of your program participation if you fail to meet one or more of the Family Obligations or  if you or a household member is found to have violated a Section 8 Program rule such as criminal activity or fraud, for any of the reasons listed below.

  • Tenant failed to abide by the terms of repayment agreement.

  • Past participant and failed to reimburse monies owed to CHA or another Housing Authority.

  • Current tenant and owes money to CHA or another Housing Authority.

  • Evicted from federally assisted housing for serious violation of the lease.

  • Tenant’s rent portion exceeds contract rent.  CHA’s rent portion has been zero for previous six months.

  • Violated one or more family obligations by:
    • Breaching the lease seriously or repeatedly.
    • Committing fraud.
    • Criminal activity or substance abuse listed below.
      • Lifetime registration under state sex offender program.
      • Manufacture and/or production of methamphetamine in assisted housing program.
      • Fraud, bribery, or other criminal act in connection with assisted housing program.
      • Evicted from assisted housing within last 3 years for drug related criminal activity.
      • Illegal drug use that interferes with the health, safety, and/or peaceful enjoyment of other residents.
      • Alcohol abuse or pattern of abuse that threatens the health, safety, and/or peaceful enjoyment of other residents.
      • Drug related criminal activity in last 5 years.
      • Violent criminal activity in last 5 years.
      • Other criminal activity that threatens the health, safety, and/or peaceful enjoyment of other residents or persons in immediate vicinity of premises in last 5 years.
      • Other criminal activity that threatens the health and/or safety of property management staff or its agents and/or CHA staff or its agents in last 10 years.
      • Failing to allow CHA to inspect the dwelling unit.
      • Failing to maintain utility service(s) for which the tenant is responsible.
      • Causing excessive damage to the unit.
      • Failing to notify CHA before vacating the dwelling unit.
      • Failing to supply or cause to be supplied, information CHA has requested.
      • Failing to use the dwelling unit solely for residence by the Family and as the Family’s principal place of residence, or by assigning the lease or transferring the unit.
      • Owning or having an interest in the dwelling unit.
      • Receiving assistance for or occupying two or more assisted dwelling units at the same time.
