Riverfront Power Plants Project – City of Caribou, Maine

The City of Caribou was award a FY23 EPA Brownfields Grant for the Diesel Plant. Status as of 6/23/2025: The EPA CERCLA action is complete and the contractor has demobilized from the site. The last component of the project is. “Final Fact Sheet” which will be shared on the website. A request for proposal (RFP) meeting EPA guidelines will be posted on the City’s website’s RFP page located at cariboumaine.org/rfps soon for the Diesel Plant cleanup.

The City of Caribou applied for a FY25 Brownfields Cleanup Grant for the Steam Plant. Grant awards were announced in May 2025 and the City was awarded $4 million.

EPA Brownfields Clean-up Grant for 2025 Awarded

After the City of Caribou had several environmental assessments done at the power plants site, the EPA came in and made the determination that an emergency action at the Steam Plant was warranted. This commenced in August 2024. The contractor will demobilize in mid-May 2025. An updated fact sheet will be prepared. A contractor will prepare a plan for the next phase needed at the Steam Plant (the City has already applied for a cleanup grant).

As part of the 2023 Brownfields Clean-Up Grant, the City and its Qualified Environmental Profession (QEP) must maintain an Administrative Record of the Project. That record can be found here:
