The City of Caribou is requesting bids from interested contractors for the Brownfields cleanup of the Caribou Diesel Electric Power Plant and Associated Outbuildings (Site) located at 142 Lower Lyndon Street in Caribou, Maine. The analysis of Brownfields cleanup alternatives, cleanup bid documents, cleanup standards, community relation plan, hazardous building materials survey, Phase I Environmental Site Assessment and Phase II Environmental Site Assessment are available in the Administrative Record of the Project on the City of Caribou website under City Planning Projects, Riverfront Development, Riverfront Power Plants Project (www.cariboumaine.org/city-planning-projects/riverfront/riverfront-power-plants-project).

A mandatory site walk for interested contractors was held on Wednesday, October 22, 2025, at 10:00 AM.
Questions submitted in writing to the Caribou City Manager, Penny Thompson were received by Friday, October 24, 2025. Responses to those questions were provided to prospective bidders via email on October 29, 2025 and can also be viewed through the link that immediately follows: Brownfields Cleanup Request for Bids Questions and Answers—Caribou Diesel Electric Power Plant and Associated Outbuildings.
Responses to this Request for Qualifications and Fee Proposal will be accepted on or before November 5, 2025, at 2:00 PM. Sealed bid proposals shall be submitted to the City Manager’s Office Re: “Bid for Brownfields Cleanup, Diesel Electric Power Plant and Associated Outbuildings” 25 High St, Caribou, Maine, 04736. Sealed bid proposals must be physically received in the Office of the City Manager by this date and time. Bidders assume the risk of any failed or undelivered bid proposals. No electronic bids will be accepted.
The City of Caribou reserves the right to accept or reject any or all bid proposals at its sole discretion. The Caribou City Council will consider bids at the November 17, 2025, City Council meeting.

PROFESSIONAL SERVICES – POLICE STATION SITE SELECTION
The City of Caribou (City) is soliciting proposals for professional services from qualified engineering, design, and architectural firms to assist with evaluating available buildings for use as the Caribou Police Station. The existing Caribou Police Station is located on the first floor of the Municipal Building at 25 High Street. This effort is the result of financing, approved by citizen referendum, and congressional earmark funding. The City has previously undergone a full design process for a new building and is now shifting its focus to remodel an existing building in Caribou.
