QUALIFIED ENVIRONMENTAL PROFESSIONAL (QEP) SERVICES
FY26 EPA COMMUNITY-WIDE BROWNFIELDS ASSESSMENT PROGRAM
CITY OF CARIBOU, MAINE
This notice is to inform the public that the City of Caribou has been awarded a $500,000 EPA Community-Wide Brownfields Assessment Grant. The City is seeking a Qualified Environmental Professional (QEP) to carry out necessary tasks (Phase I/II Environmental Site Assessments, Cleanup Planning, etc.) associated with our Brownfields Assessment Program. The initial term of this agreement shall commence upon execution and will end upon completion of the tasks associated with the contract. It is expected that the chosen firm will be available to begin work as soon as a Notice to Proceed is issued, and work with the City through the contract period. Respondents to this RFP will need to access the full bid package, which may be viewed on the City’s website (cariboumaine.org/rfps), and it may be requested from Penny Thompson, City Manager, City of Caribou, via email at pthompson@cariboumaine.org. Sealed qualifications will be received in the office of the City Manager, City of Caribou, 25 High Street, Caribou, Maine 04736 until Thursday, November 12, 2026 at 10:00 a.m. from firms interested in providing professional services related to City of Caribou’s Community-Wide Brownfields Assessment Program. The City of Caribou reserves the right to accept or reject any and all proposals. Please submit one (1) electronic/digital PDF version. No faxed submissions will be accepted. The proposals should be labeled “FIRM NAME: CARIBOU FY26 COMMUNITY-WIDE BROWNFIELDS ASSESSMENT QEP.”
